INTERNATIONAL COLLABORATIVE STUDY PROGRAM(ICSP)-2026

The ICSP-2026, an integral academic component of the National Security & Strategic Studies (NS&SS) Course 5, year 2026, was successfully conducted from 27 May to 06 June 2026. Course Participants(CPs) undertook intensive academic and professional study visits to four key nations: India, Indonesia, Malaysia, and Pakistan.

The primary objective of ICSP was to study on visiting country’s; national defence policy, security strategies, military capabilities, and strategic placements of key defence and state-owned institutions. Through these tours, participants sought to examine the policies, and strategic functions; explore the role of governments’ defence diplomacy in regional and global engagements, and mutual understanding of defence cooperation between SL and respective countries. In addition to defence-centric exposure, the delegation explored the rich historical, environmental, and cultural heritage of the visited nations.

Key places visits included: the SL High Commission/Embassies, Ministry of Defence, Ministry of Foreign Affairs, NDUs.



ICSP TO MALAYSIA

In line with the ICSP, 10-member delegation headed by the Commandant visited Malaysia.

The program was coordinated by the SL High Commission in Malaysia in collaboration with the Ministry of Defence of Malaysia. It featured a series of high-level strategic engagements across Malacca, Kuala Lumpur, Lumut and Subang. Other than the key areas, delegation visited; Royal Malaysian Navy Western Command, Royal Malaysian Air Force Base, National Centre for Strategic Studies (PUSPAHANAS), and the Institute of Aviation Medicine (IAM). The delegation also conducted cultural visits to historical landmarks in Malacca, and Kuala Lumpur, in addition to an exposure visit to Singapore.

ICSP TO INDONESIA

The second delegation comprising 12 members, visited Indonesia headed by the Secretary of NDC.

Visit was arranged by the SL High Commission to Indonesia and the Indonesian Ministry of Defence. The program featured an intensive schedule of high-level briefings and defence-related visits throughout Jakarta and Bandung. Other than the key areas, delegation visited; ASEAN Secretariat, Indonesian Coast Guard, TNI Headquarters – the National Armed Forces Headquarters. The delegation also visited the Center for Volcanology and Geological Hazard Mitigation (CVGHM) and the Indonesia National Monument (MONAS) in Jakarta, as well as key defence and cultural sites in Bandung.

ICSP TO INDIA

The third team comprising 13 members, visited India headed by the Senior Directing Staff (Navy).

In line with the objectives, the program was coordinated by the SL High Commission to India in collaboration with the Ministry of Defence of India. The visit incorporated a series of high-level visits and engagements across New Delhi and Bengaluru. Other than the key areas, delegation visited; Information Fusion Centre, Ministry of External Affairs, and the Institute of Defence Studies and Analysis. The delegation also visited historical and national heritage sites including the Taj Mahal, Agra Fort, Red Fort, the Prime Minister's Museum, and the National War Memorial.

ICSP TO PAKISTAN

The fourth delegation comprising 10 members led by the Senior Directing Staff (Army) visited Pakistan.

The SL High Commission in Islamabad in coordination with the Ministry of Defence of Pakistan arranged the program. It featured a series of high-level engagements across Lahore and Islamabad. Pakistan Army General Headquarters(GHQ), Pakistan Military Academy, Pakistan Ordnance Factory, National Aeronautical Science and Technology Park(NASTP), and the Centre for Aerospace and Security Studies. The delegation also visited Global Industries Defence Solution(GIDS). The delegation explored prominent historical and cultural sites including the National Museums in Lahore and Islamabad, Lahore Fort, Taxila Museum, Faisal Mosque. The delegation also witnessed the Flag Lowering Ceremony at the ‘Wagha’ border.
